Your paper should provide an analysis of your entity’s budget, including revenue and expenditure patterns over a 2 or 3 year period. As appropriate, include graphs in your paper to support your viewpoint. Visual information (e.g. charts, graphs, tables) helps the reader to understand the trends involved.

Review (see files in Module 13) the City of Fort Collins, CO Budgets for 2019, 2020 and 2021, (note they normally provide a two year budget but due to COVID did a one year budget for 2021 and will do so again for 2022) and review the two CAFRs and answer the following questions about the budget and the financial trends.

What kinds of policy issues are being discussed today, and how do governmental bodies resolve these issues? How are these issues presented and advocated by the populace? For this Assignment, you will be a “fly on the wall” observing the proceedings of a meeting in your area. This week, you read about the start of the formal U.S. welfare system in the post-Civil War era, as the U.S. government took on more and more responsibility for aid. That government responsibility continues today in current public welfare programs, and it is often debated at public meetings.

Attend a public meeting that addresses a social welfare-related issue. Examples include school boards, local government council meetings, Congressional hearing, or public hearings. If you are unsure if your choice is appropriate, check with your Instructor.
