The ONLY source that can be used and cited for this report is the Michigan State University Use of Force Policy, but you can of course also mention details from the videos but when it comes to inserting direct quaotionsand other stuff, only refer to the MSU Use of Force Policy.

INTRODUCTION:
An introductory paragraph that explains what your report is about. You should explain that in your report you are going to be reviewing two use of force scenarios that occurred in a correctional setting, and by using the MSU Police Department’s Use of Force Policy, you are going to be determining whether or not the force used was within the policy or in violation of that policy. You should also explain that in your report you will also be analyzing the tactics that were used, as well as providing any recommendations that you might have in terms of disciplinary actions, if appropriate.
DISCUSSION:
Write a summary of what happened in the scenario that took place in the holding cell. Include sufficient details such that a neutral reader/reviewer who was not there will understand what happened. After you have explained what happened in the scenario, address each of the following bullet points:
– Using the MSU Police Department’s use of Force Policy that you read, explain whether or not you believe the force used was within that policy or if it was a violation of that policy. You must use at least one direct quote from that policy to support your conclusion. That direct quote should be in quotation marks. The quote should be cited using APA formatting as follows: (MSU PD; 2017: para#)
– Engage in an analysis of this incident. Consider the tactics used in light of the guidelines spelled out in the use of force policy and explain what if anything you would recommend the officers have done differently or in addition to the response they took.
Here are some things to think about as you write your analysis: Were the tactics used reasonable, or could the officers have done a better job? If this “fight” was in-fact a ruse to trick the corrections officers into coming into the cell and then overpower them, were the tactics used and numbers involved such that if this was a trap, could it have been defeated? Was the entry coordinated and in some form of reasonable order, or was it disorganized? Did the officers take quick control of the situation as they entered? Did they address the other inmates, get them under control, get them separated from the combatants and out of the situation effectively? Was one person in charge and coordinating the incident response, or was it uncoordinated? Were verbal commands clear and understandable or contradictory and confusing? Was one person giving the verbal commands, or were several people giving verbal commands and possibly contradicting one another? You do not need to cover all of these points – these are listed to assist you as you attempt analyze this incident.
Remember, just because the force in an incident may have been within policy, it does not mean we cannot de-brief, critique, and analyze the response to determine what went right, what went wrong, and what could have been done more effectively.
– If you concluded the force was a violation of policy, what would you have done had you been one of the officers present?
– If you determined the force used was a violation of policy, what corrective or disciplinary action would you recommend for the officer(s) who violated the policy?

Here are some things to think about as you write your analysis: Think about the original officer’s initial interaction and demeanor with the prisoner as he confronted him at the patrol car – was there any effort to de-escalate or establish a line of communication or establish rapport that may have resulted in cooperation? The prisoner was clearly under the influence of pepper spray – no first aid was given in the field before he was transported to the jail – was there any effort to address this right up front and if that tactic was chosen could there have been a different outcome to this incident? Was the restraint chair needed and/or justified? Did the officers work together or against one another as they attempted to restrain the prisoner? Did anyone take charge, or were they working in an uncoordinated manner? Did they appear they knew what they were doing? What does the force used tell you about the officer who used it? What does the fact that no one intervened tell you about the other officers? What does it tell you that there were other officers standing around with their hands in their pockets as if nothing unusual was happening? What does this incident and the officers’ actions/inactions tell you about this organization’s culture? Would you expect based on how these officers behaved that this type of force is ignored and could be a common practice in this institution? What does the fact that a sergeant was filming this incident and did not take control or intervene tell you about supervision and management in this organization? What if anything can you conclude about the morals, ethics, and integrity or lack thereof of the officer who used the force? The other officers? The organization in general? Again, you do not need to cover all of these points – these are listed to assist you as you attempt analyze this incident.
– If you concluded the force was a violation of policy, what would you have done had you been one of the officers present?
– If you determined the force used was a violation of policy, what corrective or disciplinary action would you recommend for the officer(s) who violated the policy?
SUMMARY:
A closing paragraph summarizing your report. Briefly review what you wrote about. The summary should briefly reinforce the major points of your report. For example, remind your reader that you reviewed two videos involving use of force in correctional facilities, and determined whether or not that force was within policy or a violation of policy using the MSU Police Department’s Use of Force Policy. Indicate you analyzed the tactics used and made some recommendations based on your knowledge and understanding. Remind your reader what your major points were. The summary paragraph should close with an explanation of what you learned from this case study; be specific and include sufficient detail so your reader understands exactly what you took away from this experience.
