As noted in previous weeks, only states can sign and ratify international agreements. However, as demonstrated in this week’s readings, both states and non-state actors are bound to agreements that cover methods of warfare (i.e., use of biological and chemical weapons) and international humanitarian law (i.e., Common Article 3 to the Geneva Conventions). Using the assigned readings and outside sources, should non-states be forced to comply with conventions that focus on methods of warfare and humanitarian issues despite not being signatories to these agreements. Discuss why or why not. Be sure to provide in-text citations (i.e., author’s last name, year of publication, page number) (if applicable).
