What is its broad goal? What kinds of private sector entities does it target and what kinds of policies does it use to target them? (You might think about particular industrial sectors, particular kinds of technologies, vertical/horizontal interventions, instruments such as subsidies, research or development assistance, protection from competition, etc.)
