Problem
statement
Since the population growth all over the
world, urban planning has becoming a hot issue in the 21 Century in which it
could provide a long-term planning to solve and avoid the problem coming with
the population growth, such as the shortage of housing, Sub-divided flats and
Cages housing problem, the location of Central Business District (CBD), the transportation
and the sustainability of resources. With the limited land supply in Hong Kong,
urban planning is needed for the upcoming population growth. To maximize the
utilization of the land, building up a suitable and efficiency urban planning
model is very important. In this dissertation, it will studies the theories of
urban planning and follow up by the case studies of Macau’s, Singapore’s, Tokyo’s
urban planning and the urban planning of Hong Kong to 2030 which called HK2030+,
and follow with an analysis of the characteristics for the urban planning Hong
Kong should have or what should be adjust to the HK2030+.

Preliminary
literature review
Every urban planning could form a pattern
and should be develop based on some theories and models, study the previous and
famous urban planning model and theory would be helpful for building up or
adjusting an urban planning. By a brief study of the pattern of different
countries, they are requiring one or more than one CBD as the center of whole
city and having a radial pattern from the CBD. As a result, the Central place
theory could explain for the radial pattern with the statement of “the
chief profession, or chief characteristic, of a town is to be the center of a
region” (Baskin, 1966, p. 116). Thus, it is suitable for studying 3 famous
urban planning model base on the Central place theory which are The Burgess
Model – Concentric Zone model, Sector Model and Multiple nuclei Model as the
further study for preparing a concept and knowledge for studying the further
case studies of different countries’ urban planning.

By studying Hong Kong’s urban planning –
HK2030+, Hong Kong’s urban planning would be multi-CBD pattern but its pattern
and distribution of land use for each CBD is similar to the Burgess Model –
Concentric Zone model, Sector Model and Multiple nuclei Model.

The
study’s aim and objectives
The aim of this study is to examine the relevant
and applicable part for determine what should be included in the urban planning
for Hong Kong. This essay would reach the aim through the objectives of study
of the existing urban planning model and theory to understand the assumptions,
characteristics, benefits and limitations and prepare a well basic knowledge of
urban planning for studying further urban planning cases from different
countries.

Outline
of the research methodology
It is basically a desk research for urban
planning model, theory from journals, books, articles in the internet and the
publishment from the Government of different countries. The urban planning
publishment from the Government the population information from CENSUS would be
reliable resources for determine the urban planning model which Hong Kong
should be to solve the problem for upcoming population growth.

Means
of data analysis
The collected qualitative data would be
analyze with grounded theory from the literature review and explain for the
phenomenon of urban planning in different countries’ case studies. Then, a new
model or adjustment to Hong Kong’s urban planning would be conducted base on
these data and literature review.
