What can be done to encourage more students to shift from witnesses to actively stopping it?

“…despite most students expressing negative attitudes toward peer victimization, most witnesses remain uninvolved when episodes of social exclusion and peer aggression occur in school” (Ferrans, et al., pg. 447).
“One place to start is with concrete and grounded plans for monitoring student and adult activity in the building and on the school premises” (Garbarino & deLara, 2003, pp. 83).
Why aren’t more students actively stopping bullying when they see it? How can educators, caregivers, or adolescents help students to stop being silent?
