What if, like many other countries, the primary punishment for lower level and some medium level drug offenses in the United States was always forfeiture, restitution, and fines (no imprisonment for low and medium level drug offenses)?

Would this be effective at reducing criminal justice costs? Reducing addiction? Why or why not?

Would society be better, the same, or worse based on this type of policy?
