Who has the lead role for cyber security in the federal government?

1. Who has the lead role for cyber security in the federal
government?
2. There
have been several media reports, op-ed commentaries and discussions (more
generally) about the “NSA spying program.” Take a position regarding
intelligence agencies’ authority to conduct surveillance on Americans.
Should we limit such authority? Where should we “draw the lines” of their
authority? Things you might consider: private phone service
carriers, search warrants signed by judges, etc…
