The Older Americans Act (OAA) in 1965 in response to concern by policymakers about a lack of community social services for older persons. The intent of the OAA is to promote the dignity of older adults by providing services and supports that enable them to remain independent and engaged citizens within their communities (NCPSSM, n.d). Its original legislation established authority for grants to states for community planning and social services, research and development projects, and personnel training in the field of aging (Administration for community living, n.d.). Reauthorization was necessary due to limited resources, increasing elderly population and federal funding that couldnt keep pace with inflation nor the growing senior population (NCPSSM, n.d.).

For Fiscal Year 2020, funding reauthorization was established, including supplemental funding in response to the needs of seniors during the COVID-19 pandemic, reaching its highest level in the acts 55-year history, continuing its trend into the Fiscal Year 2021(NCPSSM, n.d.).
Effective policies like the Older Americans Act, are living documents that must grow and adapt, while keeping its core elements and intentions the same. Regular policy review and revision are an important part of every policy and procedure management plan because outdated policies can leave an organization at risk (PowerDMS, 2020). Laws and governmental regulations change constantly, which can affect certain organizational procedures and the compliance teams awareness of these changes and knowledge of which policy is affected, is critical to organizational operations. And the agencies ability to incorporate pending changes into the policies will help the organization adjust to the new regulations and transition smoother once the new laws go into effect (PowerDMS, 2020).

Community Action Agencies such as Action Pathways, Inc. equip low-income citizens with the tools and potential for becoming self-sufficient. The state and federal regulations that structures the programming begins with federal dollars used at the local level to offer specialized programing in communities. It is a coordinated effort to address the root effects of poverty and ultimately moving families and individual to self-sufficiency (NC Community Action Association (n.d.).

State level regulations are administered through the NC Department of Health and Human Service Office of Economic Opportunity, provide training and technical assistance to Community Action Agencies and helps low-income individuals and families at or below 200% of the federal poverty level achieve self-sufficiency (NCDHHS, (n.d.) And the federal level regulations stem from the Community Services Block Grant (CSBG) authorizes block grantees to states, to be administered federally by the Office of Community Services within the Department of Health and Human Services. Specifies the purposes of community action; establishes federal, state, and local requirements; and authorizes funds to be appropriated (CSBG, n.d.).
Implementing stakeholder compliance trainings would be a strategy to ensure stakeholders associated with your organization adhere to these regulations. Training would entail educating the employees, clients, vendors and other stakeholders about the laws and regulations that apply to the regulators standards, expectations and guidelines (Avron, 2019).

Global trade is an essential part of almost every economy on the planet. The import of products fills a demand that can not be met or efficiently met in the home country. Exports are demanded by markets where they cannot produce or efficiently produce the same products or services. The key is producing efficiently or at the lowest cost.
