The purpose of this transcendental phenomenological study is to understand the lived experiences of military families as they access early childhood education and care opportunities. At this stage in the research, the experience of access to early childhood education and care will be generally defined as an attempt to register or enroll children ages three years old to five years old in childcare or preschool programs. The COVID-19 pandemic highlighted the nation’s critical dependence on sustainable child care for economic and family health (Administration of Children & Families (ACF), 2023). The Department of Defense (DoD) views affordable and available childcare as an essential aspect of family readiness to increase job performance, retention, and financial well-being (Government Accountability Office (GAO), 2023.) During the in-depth study, GAO interviewed family members who expressed concerns regarding waitlists and costs associated with childcare (2023). In September 2021, 77,000 military children were enrolled in DoD’s childcare program, with an additional 25,800 receiving subsidies for civilian care in March 2022 (GAO, 2023). More than $1 billion in appropriated funds are annually invested in DoD childcare programs (GAO, 2023) and Congress delegated $24 billion to stabilize the childcare market between 2019 to 2022 (ACF, 2023). A complete understanding of the lived experience of military families accessing ECEC is required to ensure the most effective use of this significant investment.
Research Questions
The purpose of the following research questions is to obtain a better understanding of how military families experience accessing ECEC programs. The central research questions focused on the experience of families seeking high-quality early childhood education and care programs that are tied to positive child outcomes (ACF, 2023; GAO, 2023). Sub-questions one and two will expand the little research that has focused on military families’ options for ECEC and the factors that influence how military families select programs from their available options (GAO, 2023). Sub-questions three and four investigate the unique circumstances impacting how military service and government regulations influence military children’s ECEC experiences as military families have unique needs that differ from their civilian counterparts (Child Welfare Information Gateway, (CWIG), 2023; GAO, 2023). This study will include one central research question and four sub-research questions.

The problem is that it is difficult for teachers to remain committed and make positive contributions to their school community when faced with the challenges inherent to the profession. Between a third and a half of all teachers who enter the profession leave within five years (Guthery & Bailes, 2022; Towers et al., 2022; Wiggan et al., 2020). For those who stay, what are the ways they have developed resilience to stand up against negative experiences and stay in the field? More than that, what is the lived experience of positive veteran teachers in making helpful contributions and developing the excellence of practice that benefits their whole school community? Teachers with five or more years of experience will be asked to answer these questions. It is not enough to endure in teaching; quality teachers contribute (Jefferson et al., 2022; Lowe et al. 2019; Van der Want et al., 2018). Knowing how they can do so has practical implications for teacher preparation programs, administrators, other teachers, students, and the larger educational community.
The need for this study is two-fold. Understanding the path that positive veteran teachers take to develop resilience aids future and beginning teachers as they consider and enter the field to gain the ability to overcome the challenges inherent in the profession (Jiang et al., 2019; Matthews et al., 2022). It will also aid school leaders and those involved in teacher preparation to provide practical instruction and support to this population (Shim et al., 2022; Zhu et al., 2019). The second area of need comes out of determining the specific ways positive veteran teachers benefit their school communities. Beginning and less experienced teachers can find resources for support and growth through the study’s findings (Boogren, 2021; Holloweck, 2019). Administrators and school leaders can harness the resources that positive veteran teachers bring to their school communities (Anthony et al., 2019; Chiu, 2022; Vanblaere and Devos, 2018; Verhoef et al., 2022). Students benefit secondarily through the increase in teacher stability, motivation, and proficiency from the results of this study (Ebersold et al., 2019; Endedijk et al., 2022; Leite et al., 2022; Moè & Katz, 2020). The entire educational community grows and improves from the conclusions of this study (Saks et al., 2022; Shields & Mullen, 2020).

The problem is that military children in the United States cannot access equitable early childhood education and care (ECEC) opportunities (National Institute for Early Education Research, 2019). ECEC is proven to serve as a protective factor (Bartlett & Smith, 2019) for children exposed to adversity prevalent in families with at least one parent serving in the United States military (Mogil et al., 2022; Rogers et al., 2021). Research relating to military families’ well-being is underrepresented (Lawson et al., 2022; Manser et al., 2019; Skomorovsky, & Wan, 2019) leaving policymakers without clear guidance as they expand Universal Pre-kindergarten (UPK) in Department of Defense Education (Jowers, 2022). Urie Bronfenbrenner’s bioecological theory of human development provides a framework for understanding how early childhood education and care politicization impacts ECEC access for military families. The theory examines child development within the complex system of relationships accounting for mutual accommodation between the individual and the changing environment (Bronfenbrenner, 1973, 1977).
