However, despite all of measures and laws, underage drinking remains a serious health problem in the US. 40% high school seniors report using alcohol in the past month, and 90% report that alcohol is easy to obtain. Drinking by young people has numerous health and safety risks including injuries, impaired judgment, increased risk of assault, and death. The NMDAA has been challenged on several grounds, state right’s, youth rights, public safety. Questions to consider when writing the PAPER 1:

The two groups of people I would focus on assisting would be Teenagers and First time mothers (new mothers).

My first step would be to find out from local school authorities what programs they offer to pregnant teens in school. This would give me a general idea of what resources I need. I would also reach out to counselors to provide them with programs so teenage parents and first time mothers will have the opportunity to seek counseling services. Financial support from the government would also be needed.
